As of July 1, 2025, Microsoft-nominated customers making a new and qualifying purchase during the offer period are eligible to receive services credit to be used with a Copilot Agents-eligible program partner. The current list of available partners by region at can be found at https://aka.ms/CopilotAgentsPartnerList.

How it works

When an approved customer makes a qualified purchase of Copilot Studio Platform Subscription (including Prepaid or Pay as You Go Azure Standalone), they will receive a voucher that can be redeemed with an eligible partner. If the customer is currently working with a partner, that partner must be eligible to deliver the Copilot Agents services associated with the voucher; only eligible partners as outlined in the Copilot Agents Voucher Program Terms and Conditions are eligible to redeem. The customer presents the partner with the Voucher ID email that enables the partner to initiate voucher redemption, begin work, and submit payment requests. 

Program terms

The program is valid for qualifying Copilot Studio workload purchases made July 1, 2025, through June 30, 2026, with the following requirements:

  • Only Copilot Jumpstart (Ready Tier and above) who have accepted the Copilot Agents Voucher Program Terms and Conditions are eligible to participate in this program.
  • Voucher credits must be redeemed within six months of the voucher issuance. The voucher expiration date is stated on the voucher.
  • There is a limit of one voucher per customer/TPID, which may not be redeemed by or transferred to another customer.
  • This offer can be combined with M365 E3/E5 Migration and Deployment Voucher and M365 Copilot Vouchers, for a different Qualifying Workload, if the customer meets eligibility criteria.

Eligible Commercial and Public Sector customers

The Microsoft field will nominate eligible customers to receive a voucher in deployment services credit to be redeemed for the deployment of Copilot agents services with eligible program partners.

  • Eligible customers: M365 Enterprise, Small, Medium and Corporate (SMC) managed customers, Public Sector (excluding US Federal), and Education customers only.
  • Deal size applies; please review the Terms and Conditions for complete details.
  • Ineligible customers: Non-profit, US Federal, Government Partner Program (GPP), and Cloud Solution Provider (CSP) accounts.

Note: The offer cannot be combined with deployment activity related ECIF MW Sales-2006, MW Usage-2007, MW Strategic Bets-2009, MW Education ECIF-2115, Security Sales-2010, Security Usage-2011, or Security Strategic Bets-2048.
 

Eligible voucher activities

The following eligible activities are covered by the Copilot Agents Voucher Offer:

  • Discovery and Design: Immersion experience and scenario discovery to envision and design Agent vision
  • Rapid Agent Prototyping: Target scenario alignment for base case Agent
  • Governance and Controls: Driving governance and IT controls for Agent creation
  • Customizations: Rapid Agent deployment with minimal environment-specific customizations
  • Change Management: Organizational Adoption and Change Management of Agents

For eligible Commercial customers

The voucher will be redeemed in two parts: (1) Initial and (2) Final Payment based on the documentation submission for each as per the process outlined below. Payment will be 30% of the voucher value (or Scope of Work (SOW) value), whichever is less, for initial redemption; and 70% of the voucher value (or Scope of Work (SOW) value), whichever is less, for the final redemption. 

Redemption of both payments must be completed within six months of being issued, indicated by the expiration date on the voucher. It is possible for a voucher to be redeemed for the initial payment but not qualify for the final payment if the six-month voucher expires.

  • 30% Payment: Submission and approval of signed SOW, refer to SOW template, between partner and customer. 
  • 70% Payment: Submission and approval of signed Proof of Execution (POE), refer to POE template, between partner and customer. 

All other services outside of the Scope of Work workloads, but supporting the qualified offer deployment, can be considered billable and usable for the workload indicated on the voucher. Please refer to the https://aka.ms/CopilotAgentsTermsandConditions for more details.  

Commercial customers: redemption process

  1. The Program Partner downloads the program SOW template, completes the template and obtains the customer’s signature, submits an Initial Payment Request of 30% of the voucher value or SOW value, whichever is less, prior to the expiration date on the voucher, and uploads the signed SOW. 
  2. Quick to Market (QTM) Registrations will evaluate the request for eligibility. Once approved, the partner will receive an approval notification, then the funds according to standard timelines documented in the program Terms and Conditions
  3. Upon approval, the Program Partner and customer complete the engagement as outlined in the SOW. Note: please ensure an approval notification is received prior to starting the work with the customer.
  4. Upon completion of the project, the partner downloads the program POE template, completes the template and obtains the customer’s signature and submits the Final Payment Request of 70% of the voucher value or SOW value, whichever is less, prior to the expiration date on the voucher. 
  5. QTM Registrations will evaluate the request for eligibility. If approved, the Program Partner will receive an approval notification, then the funds according to standard timelines documented in the program Terms and Conditions. Review the Payment and Dispute guidance if you have any questions. 
Note: The voucher redemption value is fixed and is based on the value of the qualifying purchase.
 

For eligible Public Sector customers 

For compliance reasons, Public Sector customer vouchers are not eligible for an initial payment upon SOW submission and will be paid upon project completion and POE approval. The single payment for 100% of the voucher value or SOW value, whichever is less, will be made based on submitting and having approved both an Initial Payment Request and a Final Payment Request, per the process outlined below.

Note: This means it is possible for a voucher to be redeemed but not qualify for payment if the six-month voucher expiration date occurs prior to submission of the Final Payment Request. 

All other services outside of the Scope of Work workloads, but supporting the qualified offer deployment, can be considered billable and usable for the workload indicated on the voucher. Please refer to the Terms and Conditions for more details.  
 

Public Sector customers: redemption process

  1. The Program Partner downloads the program SOW template, completes the template, obtains the customer’s signature and uploads the signed SOW. 
  2. QTM Registrations will evaluate the request for eligibility. If approved, the Program Partner will receive an approval notification. 
  3. Upon approval, the Program Partner and customer will complete the engagement as outlined in the SOW. Note: please ensure an approval notification is received prior to starting the work with the customer. 
  4. The Program Partner will download the program POE template, complete the template, obtains the customer’s signature and submits the Final Payment Request of 100% of the voucher value or SOW value, whichever is less, prior to the expiration date on the voucher. 
  5. QTM Registrations will evaluate the request for eligibility. If approved, the Program Partner will receive an approval notification and the funds according to standard timelines documented in the program Terms and Conditions. Review the Payment and Dispute guidance if you have any questions.

Can the Copilot Agents Voucher be combined with the M365 Copilot, M365 E3/E5 Migration & Deployment, or the M365 E3/E5 Deployment voucher?
Yes, the Copilot Agents voucher can be combined with the M365 Copilot, M365 E3/E5 Deployment, or M365 Migration & Deployment voucher; maximums apply.

Can a voucher be transferred to another customer?
No, it cannot be redeemed by or transferred to another customer. It can only be redeemed by the customer to whom it was issued.

What is the nomination process? Are partners able to introduce this offer to their customers?
The Microsoft Field Representatives identify customers who meet the eligibility requirements for this offer. Partners cannot nominate customers. If a customer is eligible, they must be nominated through their Microsoft Account team.

How will the partner know if their customer has been issued a voucher?
Customers receive an email with the voucher that they present to the eligible Partner of their choice to engage.

Can this offer be used in conjunction with ECIF funding?
This offer cannot be combined with deployment activities related to ECIF.

Where is this offer available?
This is a global offer.

How long does it typically take to get approval for initial or final redemption requests?
Within three (3) business days unless additional information or documentation is required. Redemption approval will be confirmed via email; reach out to Partner Support for additional questions.

Do you have to use the Voucher with one partner, or can you split it across multiple partners?
Only one partner can redeem a voucher.  Only one (1) SOW can be submitted per voucher.

Can I submit my own SOW/POE documents for the voucher redemption request?
No, only the templates provided can be used and must be signed by both customer and partner prior to the expiration date of the voucher.

Can a customer be nominated for a voucher after a deal has closed?
No. A customer must be nominated and approved prior to deal closing.

Who can we contact if we have questions about the Copilot Agents Voucher?

Does this offer apply to EA renewals? Or only net new E3/E5 purchases?
The offer can apply to EA renewals or mid-term. The offer must drive upsell or expansion opportunities.

Can a Copilot Agents eligible program partner decline to engage with a customer?
Yes. Partners are not under any obligation to provide the deployment work. This may happen if partners are at capacity and cannot perform the work. If this happens, please point the customer to other Copilot Agents eligible program partners.

Is there a limit on the number of vouchers a partner can redeem?
No. There is no limit on the number of vouchers a partner can redeem when they are provided with the voucher by the customer.

Does the SOW need to be for the full amount of the voucher?
The SOW may be for more, less, or the value stated on the voucher. Payment will be for the voucher value or the SOW value, whichever is less.

Will taxes be paid in addition to the voucher value?
No, partners are responsible for any related taxes. The program will only pay up to the stated voucher amount. All payments are inclusive of any tax obligations.

What is the Copilot Chat Optional Opt. Out?
Customers may have free Copilot Chat for non-licensed users in their organization. For this voucher, the Partner is expected to have a conversation with their customers as a part of their Statement of Work development where they ask about if the customer has free Copilot Chat (in addition to the various workloads as outlined in the SOW/Terms, etc.). 

  • If they have free Copilot Chat, and want to deploy, then it does not need action on the Statement of Work but is an area to drive engagement/usage; skip the opt out in Section 4.3.
