Program summary

The Microsoft Entra Permission Management (MEPM) Voucher Program is designed to assist eligible customers with transitioning from the Microsoft Entra Permission Management service, which is being deprecated on October 1, 2025, to any Cloud Infrastructure Entitlements Management (CIEM) solution or Cloud Native Application Platform (CNAP) the customer selects.

This program provides:

  • Services credit via a Voucher to help offset migration costs to a CIEM solution of their choice.
  • Connection to an eligible Microsoft MEPM partner who can provide services and support throughout the migration process.

Program duration

The MEPM Voucher Program runs from June 1, 2025, through June 30, 2026.

How it works 

1. Customer selects a MEPM partner
Nominated eligible customers will choose their partner from the list of eligible MEPM Partners (https://aka.ms/MEPMApprovedPartners) and present their approved Voucher, which includes the Voucher value, eligible workload, and expiration date.

2. Define services to be provided
The selected MEPM partner will work directly with the customer to:

  • Define the scope of their migration.
  • Draft a Statement of Work (SOW) that outlines the services to be delivered. Note: Only one SOW can be submitted per Voucher. The work must align to the eligible workload.


3. Submit the SOW and Voucher for redemption
Once the SOW is finalized and signed by both the partner and the customer:


4. Partner submits POE
The MEPM partner will complete the Proof of Execution (POE) once the defined scope has been completed. Migration services must be completed by the Voucher’s expiration date. Microsoft cannot extend its validity beyond this period.
Note: All Vouchers are valid for eight months from the date of issuance.
 

Submitting a SOW/POE before receiving customer approval

Partners must obtain customer approval before submitting their SOW and POE. It is critical that this document is correctly completed for the Voucher Type being redeemed. Partners may contact FTSpIncentiveClaims@microsoft.com to review this document prior to submitting the initial redemption request.

Award

  • All POE’s should be submitted by the expiration indicated on the Voucher.
  • Payment is subject to SOW approval (50%) and POE (50%) approval.
    • Note: Public Sector is paid 100% on POE.
  • Voucher value is based on a tiered approach (see rate card below).
  • The minimum seat threshold is 100 seats for Enterprise Accounts, SMC (including Public Sector), and SMB​.
  • Once awarded, the Voucher must be claimed within eight months.

Important notes 

  • This partner program is by invitation only.
  • Customers must be nominated by a Program Sponsor to be eligible to receive the Voucher.
  • Vouchers are limited to one claim per customer TPID.
  • The Voucher is strictly for migration services related to Microsoft Entra Permissions Management (MEPM) to any Cloud Infrastructure Entitlements Management (CIEM) solution or Cloud Native Application Platform (CNAP) the customer selects.

Partner program eligibility

To participate in this program a partner must:

  • Be invited to the program,
  • Have an Identity and Access Management specialization with proficiency in cloud security, or Cloud Infrastructure Entitlement Management (CIEM) solutions, or similar technologies,
  • Accept the MEPM Migration Program Terms and Conditions (https://aka.ms/MEPMMigrationOfferTerms),
  • Agree to set up and completion of Payment Central profile​, and
  • Be an active Microsoft AI Cloud Partner​.

Eligible customers

To participate in this program a partner must:

  • Small, Medium, and Commercial (SMC) Corporate customers, SMC Corporate Nonprofit (TSI), Small and Medium Businesses (SMB) selected opportunities, and SMC Government customers, with a minimum purchase of 100 licenses of MEPM.  
  • Eligible customers are identified and approved by Microsoft Business Sponsor.​ 
  • All approvals are conditional and contingent on the opportunity meeting all offer criteria as identified in the MEPM Program Terms and Conditions.​

FAQ

How can I enroll in the program?
Eligible partners will be invited by Microsoft to join the program. Once they receive the invitation, they will need to read and accept the MEPM Program Terms and Conditions to begin onboarding to the program.

Who nominates eligible customers for claiming a Voucher?
Program Sponsors nominate eligible customers to receive a MEPM Offer Voucher to help accelerate migration and transition from the Microsoft Entra Permission Management service, which is being deprecated on October 1, 2025, to any Cloud Infrastructure Entitlements Management (CIEM) solution or Cloud Native Application Platform (CNAP) that the customer selects.

Can I submit my own SOW/POE documents for the Voucher Redemption request?
No, only the templates provided can be used and must be signed by both customer and partner.

Can a Voucher be transferred to another customer?
No, it cannot be redeemed by or transferred to another customer. It can only be redeemed by the customer to whom it was issued.

Who are the eligible partners to participate in the program?
To be considered for the program, partners must have an active membership in the Microsoft AI Cloud Partner Program and meet all eligibility requirements. These requirements include accepting the MEPM Program Terms and Conditions and having the capability to deliver MEPM migration services. In addition, partners must be approved as MEPM Migration partners and have set up their Payment Central profile.

Who are the eligible customers for MEPM Voucher Offer?
The eligible customers that can be nominated for this offer are Small, Medium, and Commercial (SMC) Corporate customers, SMC Corporate Nonprofit (TSI), Small and Medium Businesses (SMB) selected opportunities, and SMC Government customers, with a minimum purchase of 100 licenses of MEPM.   

Can the selected partner also be the CIEM solution provider of choice?
Yes, if the customer selects the partner who is also the CIEM provider, they can be eligible to complete the migration services.

What are the program partner’s responsibilities?
Program partners are responsible for engaging with eligible customers to assist in migrating the Microsoft Entra Permission Management service to any Cloud Infrastructure Entitlements Management (CIEM) solution or Cloud Native Application Platform (CNAP) the customer selects by submitting Voucher redemptions through the QTM Voucher Redemption tool.
